1964 convertible neutral safety switch issues

I am trying to align a n neutral safety switch. As per manual, I thought I had it in neutral and the gauge pin inserted in hole. When I retighted it would start with key on? I tried to realign in different positions- different problems with each new position. Would not start in neutral. No start in park. Could someone explain "neutral dent position" to make sure I have that right. Do I just keep trying different positions? Why does it start with key on when I move shift lever up and left?
