Problem with car

Recently, my 2003 Tbird has done this 3 times. Accelerating, as if to pass, the car continues to go but the speed is locked at about 15 miles an hour. To fix this, while driving, I shut off the engine and upon restart, the problem goes away. This happened in heavy traffic in Jax, and we almost bought the farm! The next time it happened, I was pulling out of my subdivision. I think it might have to do with the emissions control but I am not sure. Any ideas?

If it sputtered while locked at 15mph, it could be coil related and you are covered up to 100,000 miles for that. I'd get to the dealers and see if they can get a readout from your cars computer.
