Does anyone know of a direct fit catalytic converter replacement that is California CARB compliant? Looks like there are a lot of 48 state compliant ones, but I can only find universal CARB compliant ones that require cutting into the pipe. Any help would be appreciated.

If I was in your position I would call a Ford dealership/ Service & ask them this very question. Pretty certain that what they would use is no longer a production item with a Ford part number, meaning that they have to buy one somewhere if they were in need of a replacement.

I used this company to get a part for my mercury mariner, now I am in arizona I don't have to get the carb part but they had both for what I needed. They also list parts for my 2002 model TBird so worth a look. You can buy some of there parts on rockauto.com
 
Thanks all. Looks like Walker doesn’t have anything. I’ll see what the dealer says
