1955 Fan Hub studs, are they correct?

I am changing my water pump out to a heavy duty one and a modified pump spacer plate. When I removed the 4 fan blade nuts this is what I found. I was expecting bolts like on the majority of old Fords that I have worked on. Is this a modification to save having to remove the upper shroud or a "just get it on the road" solution? Also check out the washers. The nuts were so tight the washers bent.

I believe there is a spacer that goes between the pump hub and the fan to position the fan blades properly into the shroud. Look in the supplier catalogs and you can see the original configuration.
 
I have the spacer, pulley and fan. The fan is properly fitted to the shroud. I have only had the car a year. The nuts and cheesy washers bothered me as I am used to higher quality parts from Ford. I will change out the nuts to flanged nuts.
 
The fan pulley spacer will take up most of that space. And the specs show a bolt with lock washer.

Never seen a Ford with studs for the fan, spacer and pulley. All used bolts. It's not a bad idea though, saves a little bit of time trying to line up the various items with the holes in the pump. If you use the studs, just use a regular nut with a lock washer. With the bolts, Ford only use
