Any ideas what this is behined the core plug on a 390ci?

Hi, just pulled the engine out on my 62 project which had been sitting in a barn since 82! I've a couple of core plugs virtually rusted through so I've started to remove them but behined the first one I've this small bar - it only seems to be attached at the top egde but not sure if it should be there or not?? Any ideas???
