What temperature sensor controls the fan. There is a sensor on the radiator and one on the block?

The Cylinder Head Temperature sensor and it is under the intake manifold.

The PCM monitors certain parameters (such as engine coolant temperature, vehicle speed, A/C on/off status, A/C pressure, etc.) to determine engine cooling fan needs.

My auxiliary fan will not turn on unless my ac is turned on. Is there a sensor that is failing to turn on my fan when the engine temperature is high?
