I have a 2002 T-bird with a hydraulic fan. It speeds up when the A/C is turned on as expected, but it increases speed at a very slow rate. I don't know if this is normal.
When the A/C is turned off, it slows down very slowly. When the car is turned off, the fan keeps spinning for awhile as it slows to a stop. There is little to no resistance when I turn the blade by hand.
I'm suspicious because I've had cooling problems with the car in the past and I think the problems are somewhat tied up with the A/C.
Can someone tell me if the fan is meant to change speeds instantly?

The PCM tells the hydraulic fan solenoid next to the hydraulic pump on the passenger side of the engine. The Hydraulic fan solenoid is know to fail. PCM has issues on occasion as well.

Your hydraulic fan is behaving normally. Easy to turn by hand, and will speed up, or slow down gradually if
the engine is at idle. At higher rpms fan will spin faster due to the hydraulic pump pumping more fluid.
