A little background about the car first is this vehicle literally sat in a driveway for the past 9 years without starting or moving at all so since I've acquired it Ive replaced the fuel pump, fuel filter, fuel pressure regulator, fuel injectors, spark plugs, spark plug wires, ignition coil packs (both), ignition switch relay or starter relay, all the 02 sensors, starter starter solenoid, crankshaft position sensor, battery, changed all the fluids and oil filter so when I try and start it it sounds like it's about to start but it just doesn't get that last umph in it to start so I'm kinda at a loss now Idk where or what to do next any suggestions would help

Just some possibles, 1.TPS, the pcm will not let the car start if it does'nt know where the throttle is, like it could be receiving an out of range signal......2.CCRM or ICM, both work together to get your spark turned on......3.PCM, (mine started failing about 2-3 yrs. ago on my '95) If the PCM is failing it starts to have trouble understanding the signals coming in OR it may have trouble sending the correct signals out.......If you don't know, you can't get a ICM or PCM new, I got both on ebay used and working, nice to have one on the shelf........

After re-reading your op, I don't believe you mentioned swapping the camshaft sensor, yes during start-up the crankshaft sensor is the most important one but I don't see how the car could start without knowing where the cam is......You mentioned ignition starter relay, are you talking about the relay in the fuse box under the hood or the ignition switch on the steering column, keep in mine that ignition switch could cause a no start, it's about the first thing after the battery to send juice in all different directions, if it's faulty, something may not be getting enough juice to get going.......And if your talking about the relay under the hood in that fuse box(my '95 only has one out there) I'm not against swapping that, about $15. for a cheapie or $35. for the Ford service one.......I only hope I've gave you some thoughts to think of and most important, please keep us updated, many out there go thru the same issue you are...............

Yes I apologize I did replace the crankshaft sensor and I was referring to the relay under the hood I had no idea that the ignition itself could cause no start because when I turn the key it cranks but I'm still learning so thank you and I also read something about it could have a faulty ground wire from the ignition coils but it says it's located at the back of the engine driver side close to the firewall but I've yet to locate it and also did this year come with a key fob because the old owner only gave me one key and it doesnt unlock the doors at all it only fits in the ignition to start the car so could that be something also

No need to apologize, I'm always willing to try helping someone with their mn-12 Bird, I bought mine new, I don't know everything about but I've learned a lot thru the years......you said you replaced the crankshaft sensor down under but did you ever replace the camshaft sensor up on top behind the power steering resevior(3 bolts) ? a lot more easy to do than the crankshaft sensor down below..
Also keep an eye on the "check engine" light during cranking, it should go out during cranking, that shows that the pcm is getting a signal from the crank sensor.......
On the key fob part, I don't know a thing about them, never dealt with them in my life, my '95 don't have that and I've heard that key fob's can cause a start issue but don't know for sure.....
yes that ignition switch on the steering column is one important part for starting and running, it sends juice every direction, I did mine not long ago, ya gotta take that bottom plastic part off under the steering column and lower not drop the steering column to get at it, just loosen the two nuts out as far as you can, and that will allow you enough room to swap ignition switch, just make sure you pop off the neg. battery cable first.............
I just though of another thing that can cause a crank, no-start, the tps, the pcm will not allow the car to start if it does'nt know where the throttle position is...........
And this one I've heard for many years, the coolant sensor, the one that has 2 or 3 wires going to it, can keep the car from starting, I've heard that if the pcm thinks the motor is real high water temp, it will not allow car to start, that kinda makes sense to me but I don't know for sure( I swapped mine out a few years back just not to take any chances) on that part.......
Oh, and another thing, the IAC can give a no-start if it is not allowing any air in during cranking, your suppose to try just a little throttle during cranking to see if that is the problem..........
Sorry about being long-winded but there is just a lot of things that have to be working proper for it to fire up.......
I really hate to ask but how many miles are on your Bird ?
