1982 Vent Window Issue

Our 82 thunderbird has an issue with the vent window. The door panel apparently sits too high because when we try to open that small window it hits the door panel and will not open. We have already removed the door panel and tried everything we could think of with no luck. Any suggestions? I’m stumped here.
