1962 Fender removal

It has been a long time since I had to change a fender,if I remember correctly it can be done with the bumper on but it is easier with it off.
 
There are two bolts at the front that are behind the headlight frame - not sure you can get to them without removing the bumper. Its not a bad job to remove the bumper - it's the brackets off the chassis - not off the actual chrome bumper.
 
I guess I don't have to remove the door but I have the kick panel removed from the interior next to the parking brake pedal and I am having a heck of a time accessing that bolt inside the fender reinforcement near the door. It can only be seen from the inside while holding yourself in a convoluted position. . Any tips?
