Telescopic steering wheel doesn't work

Where can you put a socket on. Is this under the dash?

No not under dash, pull off the bottom cover of the steering column, and you will find octagon shaped shafts facing toward the floor, there is one for vertical up and down, and one for in and out. Pull out the fuse that control the column movement (F19) i think from the panel located behind the right hand panel below dash. then you can adjust the steering column to where it's comfortable to drive.

Does anyone know how to manually move the steering wheel? It's stuck about a half inch above my legs and the top of the wheel totally blocks my view of the speedometer.

Already checked the fuse. It's good. Took the plastic collar off.

I don't really care about fixing the electronics, I just want to move it up a few inches and leave it there permanently.

Hopefully someone can point me in the right direction and thanks in advance,
