If the weather is below 32 degrees, my 2003 tbird will not start. When it gets up to 40 degrees it will start right up. The check engine light is then on but will sometimes go off after a while. The code says it is the throttle body but we have our doubts about that. Has anyone had this similar trouble. Also, it seems that I have noticed a hesitation when I'm beginning a pass.

Sounds to me like the battery is lacking enough Amps to turn the car over. When it gets very cold, the battery needs more power to start the car. Start there.
