64 flair bird bumper removal

Help cant seem to remove bumper to replace , the thunder bird in center of bumper. Cant make heads nor tales if shop manuel .if anyone could help
.please do going crazy. Not sure what bolts are holding it on

I have a 65. I haven't removed the back bumper but I would suspect that the tail lights have to be removed first.
 
Remove the tail lights and you’ll see the bolt heads. They used cage nuts so spray them good to hopefully not have them spin.
