2004 passenger's side non-operable low beam

2004 Thunderbird. Passenger low beam non-operable. Replaced bulb and fuse, no change. Diagnosed by mechanic to be FEM. Sent to Automotive Circuit Solutions for rebuild and tested good on their end. Reinstalled, same problem. Any suggestions on next steps to determine the issue?

Why would you title your post "2004 Thunderbird?" How in the world is anyone supposed to know what your post is about?

This is an all Thunderbird site, so the model of your car is not necessary either.

The headlamps are controlled by the FEM and instrument cluster. The headlamp and multifunction switches are hard-wired to the instrument cluster. When the headlamp switch is in any position, the instrument cluster sends a command to the FEM through the SCP communication network. The FEM processes this information and outputs the appropriate command to the headlamps which are hard-wired to the FEM.

The RH low and high beam bulbs receive power from fuse #9, located in the central junction box through the orange/green wire. Ground for the RH low beam is provided through circuit 31S-LE23 through the black/white wire. The front electronic module (FEM) controls the ground for both low beam bulbs independently.

Since you replace the bulb and the right low beam does not illuminate, but the right high beam does, the only other possible causes are:

Circuit 31S-LE23 (black/white wire) is open or shorted to power, or the FEM is defective.
