2003 will not even crank,only some dash lights come on.The lights will not turn off switch does nothing

"the lights will not turn off" What lights?
 
Two other possibilities:

- The Passive Antitheft System is not reading the key chip. I don't think this is it because you'd have more idiot lights and it would not affect the function of the headlights.
- The Powertrain Control Module (or possibly one of the other control modules) has failed. I'm uncertain there are reliable symptoms of this.

If you have an OBD reader, I recommend trying to pull error codes.

m having the same problem with my 2003 Tbird. Took to the garage and was told the shifter shaft seal was leaking into the transmission range sensor. The car was not detecting being in park. Had switch replaced and worked for two days and the problem started again. The shop is going to replace the replacement hopefully I just got a faulty switch.
