2003 down shifting hesitation

Hey guys ive noticed that when I need to cross traffic or get around someone, I really have to put on the gas for the car to downshift. I havent had this bird for very long, Is this normal for the transmission or could there be something else going on?

I always tell people, do you think the car did this when it was new? With that said, no it's not normal.

Would you say my first step should be changing the COPs and sparkplugs to troubleshoot? I am not getting any obvious error codes.
