The FEM controls the low washer fluid indicator in the instrument cluster. Inside the wiper motor there is a microprossoor, a wiper high/low relay, a wiper run/park relay and a windshield washer relay. Unless your multi-function switch is defective, I believe your issue is caused by the wiper motor itself. Before replacing anything, use a scan tool to check for fault codes and operate the wipers with the scan tool to eliminate the multi-function switch as the cause.
