1966 reinstalling rear seat

I pulled out the rear seats and the rear deck, cleaned them up and reinstalled the rear deck using the existing screw holes - that all went great. But now I cannot get the seat backs up far enough to get them into their original position under the clip and lined up the lag bolts. Seems the deck is too low to allow them to get all the way up, but that doesn't seem right since it's in the original position. Any tips or ideas for getting the seat backs into place?
