1966 428 QCode Motor ID

I am trying to confirm that a TBird motor is a Q Code 428. The casting number is C6ME which covers 390 motors between 1966 and 1976, and it appears to cover a 1966 428, so have no clue how to differentiate . Someone in the Forum suggested that the correct code for a QCode 428 in 1966 should be C6ME-A which is a Cobra 4V police interceptor engine. Is that the same as a Q Code motor! HELP
