1965 Engine Rocker Arm to Valve Clearance Specification

On the 390 engine in my 65 TBird, what is the spec for the clearance between the rocker arm and the end of the valve?

Do the four (4) rocker arm bolts have the same overall length and the same thread length?

The 65 Shop manual shows a lock washer for each rocker arm bolt, the lock washer was missing for all 8 rocker bolts. Will the missing lock washer create a problem later on?

Background Info
The 390 engine in my 65 TBird would not turn over using the hand crank method. I removed the valve covers and found 8 bent push rods. All the bent push rods were on the intake valves. A large rubber hammer was used to ensure all 16 valves were not stuck. The rocker arms were removed and 16 new push rods were installed. The rocker arms were torqued to the required specification. Using a long breaker bar and socket attached to the crankshaft nut, I was able to rotate the engine 360 plus degrees with very little effort. On page 180 of the 1965 TBird Shop Manual, it talks about the shop tool to measure the clearance, but no value listed.
