1962 starter spins a lot before starting

My old starter spun a lot so I installed a remanufactured one. And the new one spins a lot. When it catches it starts really well. Any suggestions as to what I should try next? I have ordered another remanufactured one.

Did you replace the starter drive? Your description is not clear, but if the starter spins and the drive does not engage, it may be due for replacement.
 
From your description I would consider replacing the Bendix. The starter motor will spin, but the gears won't engage the flywheel when it's bad.
