1962 Convertible top doesn't lower

Please just confirm for me that the top
Switch is pressed Down to lower the top into the trunk. When I press down on the switch the lock motor runs but seems to maybe be just spinning the nuts or ?. Top is Up so pressing Up on the switch doesn’t do a thing in this position. Car has been in long term storage so thinking maybe needs lube once I get it opened up.

Do you have a repair manual for the top? eBay have them. I understand that there is a way to open the deck. Your reservoir might be low.
