1959 Heater won't turn off

When the car runs so does the heater. The slide knob on the console feels like it's working meaning there is resistance it isn't sliding loosely but can't be sure. I disconnected the wires under the hood to turn off the heater. I really don't need it as i do not drive the car in the winter, but it would be nice to be able to turn it off and on. Anyone have any experience as to whether it's a bad heater, or the switch/cable on the console?

More than likely it's the switch. Wether it's just out of adjustment or just bad I am not sure. The motor isn't bad.
