will power brakes work if check valve is not sealing properly

Yes
and no. the brakes will work if the valve is leaking, but you will not have any reserve since anytime the vacuum drops (rapid acceleration) the vacuum available to operate the power part of the brakes will not work as well. You will always have brakes, regardless of the condition of the valve. Is the check valve bad or is there a problem with the threads sealing on the power brake unit?
