You said you changed the bulb. Usually when one acts up, what you are experiencing happens - So, I would change both on that side. - just a thought
 
problem resolved. bad blinker bulb. traded out with right side and found replacement bulb defective. installed new bulb problem corrected. thanks to George on previous thread to check both sides.
