Steering Column Rubber

I've noticed on my Bird that the rubber strip attached to the dashboard above the steering column moves in and out with the column. When I put the key in the ignition it moves out and lays flat on top of the column. When the key is removed it is pulled back under when the wheel moves in. I only noticed this a couple of weeks ago and do not think it is normal but my dealer's service department tells me it is. Is this happening on other T-Birds?
