Staples in my T-Bird

Just love our blue/white/full accent bird which is now 2 weeks old. Noticed the other day that there are 3 or 4 staples in the plastic wheel well covers on the rear wheels. They don't attach to anything, their just there. I guess they will just rust out over time, leaving little holes in the plastic. What the hell was Ford thinking? Anybody else notice them?

Mine are not rusting, must be stainless steel staples, they would rust if they were for shipping labels. I painted them so they don't stand out so much, total mystery what these are for.
