UPDATE EMAIL ADDRESS
I noticed on my LS that it would only rev to 3000 RPM in neutural. I tried it on my T-Bird and it also would only rev to 3000 RPM. Is this typical for all 3.9L engines?

Yes that is normal. Ford has put a rev limiter on the 3.9L so that it starts cutting out at 3,000 RPM when in neutral or park.
