My wife's 2002 t-bird has plastic protective sheets on the front , the rear bumper, rear view mirrors, and deck behind the seating area. I do not know if it is from the factory or not. It is looking bad and I want to remove it. It will not peal off, I have heated it and can only get the top layer off. Anyone know how to get this stuff off with out damaging the paint?

It is probably EXPEL a product that is used to protect the paint from chips.
I would suggest you look up their site to see if they tell you how to do it.
If they don't then look up their dealers in your area and either ask them or have them do it.
