Auxillary lighting

I just purchased a mountain shadow grey 2003. I noticed that what I would call "fog lights" are called "auxillary driving lights" in the owner's manual and they are on all the time that the headlights are on. Is this the way they are supposed to be?

Those are auxilliary PARKING lights. Yes, they are on whenever the light switch is either the parking light or headlight position.
