2003 T-bird lurching at speeds below 35

I have a 2003 T-bird that lurches below 35 mph. Above 35, the car rides smooth. The tires are in good shape and have even treadwear. I can not figure out if it is a transmission, engine or other type of problem. Any ideas on diagnosis would be appreciated.

Yes there have been reports of hesitation in some Birds. So, I'll cut and paste some info as i have seen it:

"There's a TSB for "Harsh Shifting". It calls for a reflash of the tranny, and it makes all the difference in the world. My car had rough shifts, hesitation, and would sometimes lurch forward when I tried to stop. The following TSB eliminated all those things:"

Then there's another owner that had the same but different results:
"replaced potentiometer - engine throttle body
tsb 5-14-4their report says: "removed throttle body and replaced TPS." Note TPS = Throttle postioning sensor.

Herky Jerky symptoms

My 04 had the same basic problem. My dealer advised me of the recall bulletin and they found it to be a coil (?) problem, replaced the throttle body all at no charge to me and the shifting, jerky acceleration problem was solved.

This was all last month (june)
