2003 A/C or vent not blowing air

Helping friend, new condenser. Air Not blowing when I got car. Checking main fuse ok. And relay 10 has 12. Volts. Fan speed indicator bars are functioning. Vents ducts move A/c compressor on. Haven't seen cooling fan turned on yet. Can it probably be The Impossible resistor under dash?!? HVAC head??. If it were mine I would hit wire fan .....car live across the street from Ocean but no other electrical issues thank God! Common LS or Tbird issue? Thanks, Magneto
