2002 top will go down but not up

Top goes down but not up despite making noise. Relays and fuses appear good. I've heard that there might be an air bubble in the hydraulic lift lines, Did not find advice in the Shop Manual. Any suggestions?

Any ideas on how to solve> I've read there are 2 fuses and 2 relays. Is there a way to manually override?
