2002 tbird ac cold at idle hot when driving

I have a 2002 thunderbird that blows cold air from both sides when at idle. When driving, driver's side blows hot ( not warm) and the passenger's side still blows cold air. When I come to a stop, both sides blow cold again.
I checked freon levels and they are good. Am I looking at replacing the dual control valve? TIA

When I had a similar problem with my 2002 (and the Ford dealer wanted $1500 to rip the dash out) it turned out to be the "Evaporative Discharge Temperature Sensor". A $29 part and a two minute install under the driver's dash. I might be tempted to throw a new one in there just for grins.

I had the same issue twice and it was the dual control valve. First go around it was replaced with an after market brand and failed at around 3,000 miles. The second replaced with an OEM Bosch part. No issues now at 10K miles. Also, this should show failed on a good code reader.
