2002 starting issue

Attempted to start and all dashboard lights go on but nothing happens. Turn off and on couple of times, then starts. I’ve already replaced battery. Any ideas?

You didn't say if the starter was turning the engine over or not. If it isn't, then it's probably a loose or dirty connection, bad solenoid or possibly a bad starter. If the engine is turning over and not starting it usually indicates no spark of a fuel issue. When mine turned over and wouldn't start, it was the fuel pump.
 
First and foremost is to scan for error codes with a quality ODBC scanner....you can bounce around on car forums with lots of theories when the diagnostics might (but not always) lead you straight to the problem...
