My 2002 has a cover over OBD II connection plug, does this cover come off and how? under steering wheel column . thanks for reply

Photo? Are you sure something isn't plugged into it already like an OBDII reader, GPS tracker, etc?
 
No there is not a cover. what are you looking at?
The OBDll connector is not under the steering wheel column shaft.
The connector is to the right of the steering column. Along the lower dash panel. Closer to the center console.
