2002 Headlamp Dimmer Switch Controller removal

Here is a picture of the part, I see some snap tabs on the back of this bezel. Is it as simple as prying it off with plastic pry tools, or will it break if it is pryed?

Obviously, this has to be accessable for those switches to be replaced if they ever break, so I am just curious how the dealership takes them off safely without breaking the plastic?
