1994 hardly runs at all

My dad has this tbird and if I fix it it's mind. The car will idle but not good at all. If you lightly press the gas it will rev up to 6k rpm. Anymore gas and it dies. It doesn't have vacuum leaks, it gets all the gas it needs, brand new fuel pump, new wiring harness, new spark plugs, and mass airflow sensor. I used a scanner on it and it brought up a code for the high pressure purge valve/ solenoid. My step mom drove the car through a puddle once and this is were this whole issue started. Im not sure where to go from here so if anyone has any idea of what could be wrong please let me know.

Have you done a compression check? How about the slack in the timing chain?
What actual diagnostics have you done?
What engine is in the car?
 
I am going mostly off out what my dad has told me. I used a a scanner on it and tried testing some sensors. It has 3.8 v6 in it. I haven't done and compression test or looked at the timing chain. Like I said my step mom ran it through a puddle and it started having this issue
 
Yes! At this point you need to do basic mechanical diagnostics to see what you are really working with.
After the compression test you really need to check the timing chain slack. This can be done without disassembly. Since your plugs will be out already it will go very quickly.
Clean off the harmonic balancer where the numbers are. Remove the distributor cap. Use a breaker bar and roll the engine over to top dead center. Go at least one half turn before stopping, and stop carefully. Once you are there, roll engine the opposite way until the rotor moves. Stop as soon as you detect movement. Read the mark on the harmonic balancer. This will tell you how much slack is in the chain. 8 degrees is very well worn, 10 or more definitely needs replacement.
 
I'd start by looking at the EVAP canister...I think its behind the right front headlight outside of the V6 engine compartment.
If it's there the inner fender will need to be removed to get to it. follow the hoses back to the throttle body to the purge valve.
This is a smog device (vapors) connecting the fuel tank to the intake system, and is vulnerable if the car goes swimming. If the canister which has a carbon filter in it ...has any water in it, may need drying out or replacement.
