1976 No headlights.

All lights work as designed but no headlights come on. Is it the sensor for automatic dimming or the switch itself?

It's likely that the dimmer switch on the floor is the issue. Try cycling it a few times and see if things start working.
 
Have you checked for power both sides of the dimmer switch?
That would be the next phase, checking for power at all of the major connecting points.
