1967 signal lights

My turn signals have quit. I have checked the sequential relays, the sequential motor and it turns and has 11.44 volts but the flasher does not work. When I turn the signal on all 3 lights come on but do not flash. The flasher itself does not open and close. Could it just be a bad flasher under the dash. If so where can I get one. I only found 1 used one on ebay.
