Can someone post instructions for the removal and replacement of vinyl chrome insert on steering wheel 1966?

I think you are talking about the center hub that covers the steering wheel bolt. If so, then I can tell you that is something I recently did. Turn it until it loosing, about ½ to ¾ turn, then you have to finesse and wiggle the hub so that it fits into the open slots, this can take a little while until it gets lined up
 
I am talking about the silver insert on the wood or plastic part of the steering wheel it self. Does the chrome horn pcs need to come off to get the insert out under it
