1966 hood fitment problems

I just bought this car recently and the guy I bought it from had put new hood hinges on it and he couldn't get the hood to sit flush with the cowl when it is down. The back of the hood sits about 1\2" higher in the rear of the hood. I checked to see if there was any way to adjust downward any further and I found that it was down as far as it could be adjusted. I took one of the hinges off to see if I could figure out why, so while I had it off I elongated the adjustment slots about another 1\4" and put it back on the car and there was no change from the way it sat before!?
Could it be the springs are to strong and not allowing the hinges to drop as far as they should?

If you put shims between the hood and the hinge on the front bolt it will cause the back of the hood to go down.
