Help!!! I installed a complete new disc brake upgrade with new master, booster, and proportion valve, new front rotors calipers, hoses and pads but have a hard pedal and weak brakes fluid has been flushed and “new” booster replaced with another new booster I feel like there is no assist I’m stuck! Any suggestions are welcome.

Stock 390 or modified? Check for vacuum at the booster.

I'll only say this, as I've seen it before...it's possible you have received two consecutive defective boosters, especially if they both came from the same supplier/batch.
Most vacuum-operated brake boosters are analog, by that I mean either they are working or they aren't, there really isn't any gray area.
Simple old mechanic's test for booster operation: get in the car, engine off, pump the brake pedal a few times, then start the engine with your foot sitting LIGHTLY on the brake pedal. If the booster is operational, you should feel the pedal drop ever-so-slightly as soon as the engine fires up (from the inrush of vacuum to the booster). If you don't notice the pedal move I'd bench check the booster.
