1964 Misfire on #1 at low rpm

I installed a Pertronix distributor, ever since I cant get #1 to fire reliably below 1050 RPM. This prevents me from timing it properly. All wiring voltage and resistance are in line with recommendations. Any suggestions are welcome.

Yes, the cap or a bad plug wire or plug. You could swap plugs between cylinders to rule out the plug, same with the spark plug wire.

Hopefully not compression. How long has the misfire been happening?

Thanks but I have done all that already, this is the second distributor with the same issue. New wires, new plugs.... New 12 volt dedicated line from fuse panel.... Still same issue. i'm wondering about the alternator, or wiring harness.
 
What was the vacuum reading at idle? Was it steady?

Did you perform a cranking and running compression test?

Did you perform a cylinder leak down test?
