My 1964 Bird, 390, accumulates a puddle of gas in the gas cap compartment after driving it. I also refill and gas drips from behind rear quarter panel. Any suggestions?

When filling, the over fill tube will drip behind the quarter panel when you fill up to the point the fuel rises up in the filler tube. Why you have fuel in the well ( it should have a drain also ) is a mystery to me. All the old caps were vented to prevent suction problems before the EPA got involved and fed those fumes to a canister that then went to the carb or intake manifold to be burned.
Try leaving the cap at it's first notch so it's on but not loose and see what happens. It could be as simple as the wrong cap.
My '57 likes to burp back and splash out the filler. I've learned to stand back and fill as slowly as possible. I guess back then the pumps didn't put out that much volume.
 
The fuel filler pipe is angled down into the tank but not by much. With a full tank and a hot day, it's easy to imagine gas expanding and pushing out the filler neck.
 
It would also be wise to check the tank vent and make sure it is not plugged. It likely has the original hoses on it.
 
Some time back in one of these forums, someone said that some '64s have tank vents and some do not. Mine does not.

Could be a smashed fill hose as well. Has an Escort that took 15 mins to fill up or would over run. Weirdest thing I ever saw
