I'm finally getting around to restoring my 64 Bird, the first issue I want to tackle is whether the vacuum booster is bad or if it's another problem. There's hardly any braking that occurs when standing on the peddle but I can't find or hear any vacuum leaks and there's plenty of lining on the shoes.... any trouble shooting suggestions would be appreciated.

You can test the booster and valve by disconnecting from engine and installing a Vacuum pump with a gauge. It they don’t hold 15” of vacuum, time for replacement.
