1964 Diagnosing Brakes- Vacuum problem?

I'm finally getting around to restoring my 64 Bird, the first issue I want to tackle is whether the vacuum booster is bad or if it's another problem. There's hardly any braking that occurs when standing on the peddle but I can't find or hear any vacuum leaks and there's plenty of lining on the shoes.... any trouble shooting suggestions would be appreciated.

Replace the brake booster - you can buy a rebuilt unit from the Birds Nest. I had exactly the same problem on my 64 Bird, new booster solved the problem

You can test the booster and valve by disconnecting from engine and installing a Vacuum pump with a gauge. It they don’t hold 15” of vacuum, time for replacement.
