1962 rear deck package tray installation

Hi, I'm about to re-install the package tray I think its called - the cover that sits above the rear seats towards the rear window. Does it have to slip under the window seal or does it just sit on top of it? The panel has a stepped edge so I'm not sure I should have this pushed under the seal?
