1957 missing something under front bumper

Was doing some detailing under my 57 T-Bird saw 2 brackets under the front bumper, one on each side with 2 holes, can't find what should be there. Any Ideas?

Do you see the two bolts on the bottom of the fender? There is supposed to be a bracket that mounts there and goes to the bumper side mount of which you see. Part # 17763
 
I believe it is a U channel
It connects to the lower bracket you have
And above into the body
