Will engine run cooler by leaving the access hole cover attached to lower radiator shrould off ?

I tend to think not. I suspect it will let some of the "ram air" that comes in thru the grill go out thru that hole instead of going thru the radiator.

If anything blocks off air getting to the radiator I would think it can be eliminated but if it has to do with the shroud and funneling as much air to the radiator it should be left alone.
